Public energy service charges: €14.2 billion forecast for 2027

On 20 July 2026, the French Energy Regulatory Commission published its revised assessment of the public energy service charges to be compensated in 2026 and its first assessment for 2027.

Forecast charges amount to €12.3 billion, of which €9.06 billion is borne by the State budget, and €14.2 billion, of which €10.67 billion falls to the State, respectively. The increase between the two years is mainly explained by the growth in supported volumes, in line with the multiannual energy programme.

The revised assessment for 2026 represents a fall of €631.2 million compared with the initial assessment of July 2025. It is driven by the decrease in charges relating to renewable electricity and natural gas cogeneration in mainland France, by the increase in forecast gas prices — which mechanically reduces the charges of the biomethane purchase scheme — and by a lower-than-expected adjustment in respect of 2025.

For 2027, charges relating to renewable electricity and cogeneration increase by €1 billion compared with the updated forecast for 2026, mainly as a result of the increase in supported volumes (+9.7 TWh).

The CRE notes that across 2025, 2026 and 2027 unit additional costs are stabilising, at levels comparable to those observed before the crisis, at around €90/MWh.
