Local flexibility: a joint RTE-Enedis portal trialled in eight departments

On 30 July 2026, the French Energy Regulatory Commission approved the experimental rules governing the local flexibility market operated jointly by RTE and Enedis through the "Portail Flexibilités" portal.

This joint experimental portal aims to strengthen the liquidity of electrical flexibility and to simplify participation in congestion management tenders. It is intended to unify arrangements that have so far been separate: Enedis's local tenders for the needs of the public distribution grid, and schemes modelled on the fast reserves and the balancing mechanism for the public transmission grid.

The rules take effect on 1 September 2026. The trial covers eight departments: Ariège, Aude, Gard, Hérault, Landes, Pyrénées-Atlantiques, Hautes-Pyrénées and Pyrénées-Orientales.

It will run for at least two years, with the possibility for RTE and Enedis to extend it in six-month increments, up to a maximum of one year. An annual review of the trial will be carried out and published by the two operators.

Unifying the entry points is a structural change: for an industrial site able to modulate its consumption, it reduces the number of interfaces to master in order to monetise that flexibility.
